Publishing Digital Learning Materials in NetLEARN for Higher Education

Phases I-II of the NHDP and the New Széchenyi Plan have allowed higher education institutions to develop digital learning materials using EU support funds. But can we say that with the products of these projects we achieved a new type of education called e-learning? Or are there other factors which should be fulfilled until we are able to talk about quality e-learning?
There is a growing demand for the modernization of education and for contemporary learning materials from the students’ side. The revival of teaching methodology related to learning materials is underway in higher education. Today the development and online publication of simple static content is still typical, but more and more teachers recognize that qualitative changes cannot be expected without a new type of pedagogy underneath. This requires that during the development of digital content the emphasis should shift to interactive learning materials which consciously use all modern pedagogical tools available, taking into consideration the technical capabilities of the given medium and the device-using habits of students. Besides, the innovative use of these teaching materials in teaching practice is especially important.
Now digital teaching materials are developed in different formats and are displayed on different platforms with different capabilities. In my presentation I would like to pinpoint the differences between a standard SCORM package, an OCW course and the learning material developed in our proprietary NetLearn system. I want to show the functional differences between the Moodle framework (which is quite popular among higher education institutions, as it is freeware) and the NetLearn framework. We examine the following functionalities of the two systems: presentation of learning material, learning tools, learner tracking, customization features, support for scheduled learning, online exam and communicational tools.
