In 2011, IBM Hungary published the Smarter Cities report, which presented the opportunities of Hungarian cities about what kind of measures has to be taken to create smarter places and help increase prosperity for citizens. In the study, capabilities and characteristics of the cities had taken into account. As one of the advices, the internal processes of the local government of Veszprém should be supported by a computer aided e-administration system, which resulted, that the IBM Hungary entrusted the University of Pannonia by developing a supporting e-administration pilot system.

The implemented system supports the handling and managing of the complaints sent in by the citizens. The root of the structure of the pilot software is the IBM Lotus Domino server suite which provides enterprise-grade messaging, social collaboration, and a custom application platform. The complaint handle system is founded on the Xpages technology, which makes the Lotus based business solutions capable to be represented as an online service on the web. The largest benefit of this technology is that the Domino security and data management system, the Java language, HTML and JavaScript technologies can be unified in one application. NSF (Notes Storage Facility), a document-oriented database was used for storing information, that consists of user data, metadata and also design information. Websphere Portal framework was used to construct the Lotus based business solutions to present as a web-based result by using Xpages technology. In the presentation the positive and negative contributions of the applied solutions associated with the implemented system will be introduced.
