The characteristics and features of digital pedagogical culture: the role of the human capitals and supporting systems*

Beside the features and characteristics of the infrastructural background of the e-learning environment (ESSIE 2011; MIS 2013) the quality evaluation of the pedagogic job (Mourshed–Chijioke–Barber, 2012) and the supporting systems (Simmons–Hawkins, 2009; Hargraves 2012; Leask, 2013;) have significant key roles in the spreading of the digital pedagogical culture.

In my research I would like to investigate what sort of state organizations and alternative sources are involved financing domestic and international projects during the application of the tools of information and communication technology in education.

Besides financing, the role of the methodological incubation is also important; from this point of view I will also investigate the appearance and contents of knowledge bases and the degree of the dominance of the ICT (Information Communication Technology).

In relation of human capitals I would like to review the framework of the e-competence (DigComp 2013) from the aspect of information, communication, content creation, safety and problem solving. The ISTE (International Society for Technology in Education) and the competence framework of the digital citizenship (Mossberger–Tolbert–McNeal 2008; Ohler 2010; Ribble 2009, 2011), defined by Hungarian researchers (Lévai–Ollé et al., 2013), are set up around these components. Furthermore, I will introduce the national (National Information Communication Strategy 2014-2020; NAT – National Curriculum) and European Union (EU 2020) requirements towards digital citizens, and the concept of global citizenship (Zajda et al., 2009) will also be discussed.

Finally I will introduce the alternatives of the development and measurement in application of information literacy and e-competence based on national and international examples.
